Nope. Your discussion with the Emperor explains why a Mindflayer is needed. That an Elderbrain might have been possible, but a Netherbrain is too powerful and can consider infinite tactics at once while a regular mind (human, elf, etc.) can only concentrate on a singular tactic one-at-a-time. And therefore cannot win.
